Appropriations Update April 1, 2022 |
House Update It is the first day of April, and, with it, the Fiscal Year 2023 (FY23) Appropriations process officially kicks into high gear! On Monday, President Biden’s FY23 Budget was released to Congress, laying out the framework for the Administration’s priorities. Notably, the defense budget received a 4% increase over the previous year’s budget, providing $813 billion in total. Even so, Republicans argued that defense spending is woefully under-funded for the military to effectively address the current climate in the world, especially while Russia continues its assault against Ukraine. While rollout of the president’s budget officially kicks off the budget and appropriations season, it is important to note that it serves as a recommendation to Congress rather than binding policy. With its release, the House Appropriations Committee (HAC) and House Budget Committee were quick to begin scheduled hearings discussing contents of the president’s budget request, among other topics: Tuesday, March 29: House Budget Committee – The President’s Fiscal Year 2023 Budget Tuesday, March 29: HAC Agriculture Subcommittee – Oversight: Office of Inspector General Wednesday, March 30: HAC Legislative Branch – Fiscal Year 2023 Budget Request for the United States Capitol Police Thursday, March 31: HAC Labor, Health and Human Services, Education, and Related Agencies – FY 2023 Budget Request for the Department of Health and Human Services Thursday, March 31: HAC Military Construction, Veterans Affairs, and Related Agencies Subcommittee – Military Privatized Family Housing Oversight This week, the Committee also issued guidance for submission of language and funding requests for the 12 subcommittees and set deadlines for Member requests. That guidance can be found here. Senate Update Key Senators are working to finalize legislation that would provide additional COVID-19 recovery funding. Previous efforts to include funding in the FY22 omnibus fell apart due to disagreements concerning offsets that would potentially impact certain states. This time around, Sen. Mitt Romney (R-UT) has been leading negotiations for Republicans with Majority Leader Chuck Schumer (D-NY) in finding ways to provide additional funding while restricting the overall size of the package and offering payfors. The full price tag is proposed to be covered by repurposing other funding, mostly from the American Rescue Plan Act (ARPA) that was signed into law a year ago. The cost of package has been reduced in scope and cost as well, down from $15 billion to $10 billion dedicated to the development of vaccines, testing, and therapeutics addressing new waves and/or variants. With the potential framework in place, senators clarified there are still some bumps to navigate before a floor vote. Similar to the House, the Senate Committee also released official guidance for congressionally directed spending, otherwise known as earmarks. In addition to the guidance, deadlines for the 12 subcommittees was provided, which can be found here. The Senate Appropriations Committee held one hearing this week to discuss the Defense Health program: Tuesday, March 29: SAC Defense Subcommittee – Hearings to examine the Defense Health Program.
